But where the sea trade generally was bound back east - to places that were already familiar with Shine, given its origins from New York City - the trains carried Shine west, into territory that had no idea what to expect.[/i]

While its practitioners were able to attain a measure of local power in their communities thanks to it, voodoo was hardly the sort of thing that could ever be reliably proven. Did these spirits exist? Nobody knew for sure - at least, until Shine came to New Orleans.[/i]

Spiritual and community leaders alike, the voodoo queens held a tremendous amount of unseen power in New Orleans and Louisiana as a whole. While there was an occasional voodoo king, they were few and relatively far between - they made names for themselves, but most saw them as simple showmen looking to take advantage of the existing myth. Thus, voodoo remained a subtle - but undeniable - way for women to maintain a position of power in a world where that had become increasingly difficult. Shine changed all that, though...[/i]

Mysterious and impenetrable to most, voodoo was thought of as little more than a strange quasi-religion. Tourists oohed and ahhed over queer carvings in curiosity shoppes, and children scared each other with ghost stories about the big bad voodoo witches coming to take them away! But to a select few, voodoo was deadly serious...[/i]

With due pomp and circumstance, New Orleans enacted the Freemen's Shine Creation Act, duly noting in a tremendous pile of legal jargon that they placed no restrictions on Shine brewing at the local level but would be receptive to any guidance or regulation enacted at the federal level.[/i]

Its elected officials found themselves faced with moral quandaries and new duties to their electorate that they had never dreamed of when they were elected to once-cushy jobs. The ramifications of the decisions these beleaguered men made - and didn't make - would affect how Shine was viewed and handled by governments across the whole nation. Under this tremendous pressure... interesting choices were made.[/i]

The harbormasters ensured that nearly all ships leaving the harbor were carefully inspected, but every now and then a ship slipped through their fingers and more precious Shine vanished without a trace. Such a thing was not without its risks though - captains that were caught smuggling Shine paid a hefty price. Not only did they have to relinquish half of their cargo on top of the illicit goods, they were permanently subject to a grievously high port entry fee for the privilege of continuing to ship Shine around the world. Naturally, every single captain paid the fee to keep shipping - how could they not? Shine was murderously profitable, even with the added expense.[/i]

Given its relative disconnect from the actual United States government, their motives were blatantly transparent. And yet, the city was happy to have them. Visitors from afar came to wine, dine, and Shine the nights away, and the city welcomed them with open arms. At the end of their visit, they always left starry-eyed and telling tales of how New Orleans was a city of wonders, ready for one and all to come see for themselves! And that suited New Orleans just fine, in the end.[/i]

In retrospect, it's really quite impressive how quickly the harbormasters organized a rudimentary defense force to protect their livelihood. Brief scuffles between Shiners and the newly commissioned anti-Shiner guard boats became a commonplace event, with most drunks cheerfully turning around when warned off by the grim-faced protectors. As for those who pressed the issue - in a sense, they did the community a great service by keeping the local salvage divers in business.[/i]

Where other harbor cities withered from lack of trade, New Orleans' status as one of the only coastal towns that had enough Shine production to support shipping carried it through. Every day was a constant frenzy of activity at the docks, with teams of sweating longshoremen loading up crates of Shine under foremen's watchful eyes. Unlike elsewhere in the city, consumption of Shine was strictly banned here - the chance of something happening to cut off the city's lifeblood was too much to risk.[/i]

Nobody is quite sure what happened next - but the popular guess is that a drunk Shiner overheard the childish dream and decided to 'help' out somehow. Months later, a strange dark sphere still covers most of the street corner, emanating a queer chill. All that have ventured within are never heard from again. Several gutter-drunks have sworn on their grandmothers' graves that every now and then, in the dark of night, they sometimes hear the joyful laughter of children echoing from deep within...[/i]

It was a sight that none would ever forget, and a glorious example of the sheer power of Shine itself. Naturally, the members of that float's krewe were eventually chased down by local law enforcement and cited for an absurd amount of traffic violations. Many people later reported minor burns when their necklaces winked out and vanished with a final burst of heat.[/i]

But naturally one of them aimed wide, and set the apartments across the street on fire. Another helpful Shiner tried to put out the fire by shrouding the building in chilly mists, but all it did was make it impossible for the residents to dive safely from their windows. For those who tried regardless, the dull impacts made for an unexpectedly pleasant backdrop to the next float's accompanying brass band. The rest who didn't dare to make the leap of faith... they died screaming, engulfed in flames.[/i]
